Two decades after the Cold War removed the Damocles' sword of mutually-assured destruction in a sea of nuclear fire from over our heads, and, in the words of George P. Shultz, William J. Perry, Henry A. Kissinger and Sam Nunn, "made the doctrine of mutual Soviet-American deterrence obsolete", the Russian decision to update, modernize and upgrade its nuclear forces is seen as a worrisome harbinger of a new era of strategic competition between Moscow and Washington. But Russian president Vladimir Putin is simply carrying out a 2012 election promise: "We should not tempt anyone by allowing ourselves to be weak. We will, under no circumstances, surrender our strategic deterrent capability. Indeed, we will strengthen it." Russia has signed a series of arms-control treaties with the United States that place strict limits on both the number of nuclear warheads and delivery vehicles, but both Moscow and Washington contend that arms limitations accords do not prohibit the replacement of ageing devices and the modernization of systems.

The Colombian Air Force (Fuerza Aerea Colombiana - FAC) is looking to procure a new fighter aircraft type "over the next three to four years" to enhance its top-end air combat capabilities, a senior service official said on 14 November.

Speaking at the IQPC International Fighter Conference in London, Brigadier General Carlos Bueno, Air Operations Commander, FAC, said that the air force is considering a number of modern fighter types, such as the Lockheed Martin F-16 Fighting Falcon, Sukhoi Su-30 'Flanker', Dassault Rafale, Dassault Mirage 2000, Saab JAS 39 Gripen, "and some more".

Sino-Russian military cooperation is about to reach its highest point since the collapse of the Soviet Union in 1991, according to an article in the Military-Industrial Courier, a weekly illustrated newspaper based in Moscow, on Nov. 12.

Russia earned US$1.9 billion through selling military equipment and supplies to China in 2011, according to the paper. Senior officials from Rosoboronexport, the state intermediary agency for Russia's exports/imports of defense-related and dual use products, technologies and services, told the newspaper that this number had increased to US$2.1 billion in 2012. The largest two sales were 52 Mil Mi-171E helicopters worth US$600 million and 140 Saturn AL-31F engines worth US$700 million.
